About the role:
 
Reporting initially to the Director Water Projects, the Program Construction Manager is accountable for creating value and mitigating risks associated with the portfolio of construction work scopes in the Water Projects portfolio.  As the current portfolio of Water Projects are advanced through mechanical completion in H2 2026, the Program Construction Manager accountabilities will shift to the broader portfolio of major capital projects being advanced by EVR. 
 
The Program Construction Manager is accountable to support activities required to move major capital projects from prefeasibility to execution completion in accordance with EVR’s Project Development Framework. The key focus area for this role is to support safe and timely delivery of construction scopes, which includes planning, organization, and mobilization of resources to meet the project goals and in accordance with the agreed construction execution strategy and construction management plans.  The Program Construction Manager will additionally be responsible for constructability input into the engineering design of projects and the contracting strategies for major capital projects. 
The Program Construction Manager collaborates with members of the project, functional, and operational leadership teams in successfully demonstrating EVR’s commitment to safety and sustainability by identifying opportunities to reduce hazard exposure to people and the environment during construction.
 
To be successful, we are looking for someone with strong communication, interpersonal, leadership, and problem-solving skills with a demonstrated ability to work in a fast-paced environment while managing shifting priorities in a timely and efficient manner. The Program Construction Manager will be the functional manager of the designated Project Construction Managers.

In this role you will:

  • Participate in and adhere to health and safety programs and policies
  • Promote a safe, respectful, and environmentally responsible worksite while also ensuring safety and environmental construction best practices are adopted across the portfolio of EVR projects during the construction stages and are considered during engineering design development and execution and contract planning
  • Developing and implementing the construction management plans across the portfolio of capital projects, including the supporting quality management plans and project contractual agreements
  • Lead EVR construction teams and supporting construction contractors through monitoring performance, identifying and implementing correctives actions, reporting status, resolving and/or escalating issues, and communication to EVR senior executive leadership on construction related items
  • Identify and implement Owner and contract construction resourcing plans required to implement capital projects aligned with EVR requirements and standards, including managing the long-term resourcing strategy to support the construction portfolio while building EVR construction expertise internally
  • Provide overall leadership and mentorship to Project Construction Managers to ensure consistent and timely resolution of construction issues related to safety, environmental, quality, cost, schedule, scope and other issues that arise
  • Monitor construction activities against the construction plan and contract conditions and with the support of staff and contractor input, providing timely reporting on progress, cost and schedule. Identify and implement corrective actions as required while ensuring maximum value is realized from a portfolio perspective and lessons learned are shared across the business and portfolio of capital projects
  • Facilitate and coordinate work across the portfolio of construction projects to ensure safe and efficient utilization of staff, contractors, and operational personnel contributing to the construction efforts. Providing clear and firm direction, decision-making and leadership to the various project construction managers
  • Develop quality management plans across the portfolio of projects and provide overall support to ensure plans are implemented to maintain quality of work related to construction activities in accordance with the standards and requirements

Requirements:

  • 20+ Years in successful delivery of major brownfield and greenfield projects for the resource industry.  Experience in mining and water projects specifically is an asset
  • Diploma or degree in engineering, construction management, or equivalent
  • Red seal trades certification is considered an asset
  • PMP designation an asset
  • Experience in an owner's organization an asset
  • Strong communication, interpersonal, organizational, and presentation skills
  • Hands-on with a respectful, positive, solution focused attitude
  • Proven ability to work effectively in a team environment to meet the needs of key stakeholders
  • Strong critical thinking and decision-making abilities
  • Strong people leadership skills and the ability to lead by example through a challenging and fast-paced environment
  • Valid Class 5 Driver’s License or equivalent
The actual base salary offered is determined based on the successful candidate’s relevant experience, skills, and competencies and considers internal equity.
