Kamoto Copper Company Société Anonyme, KCC SA in acronym, is a Congolese company operating in Kolwezi, capital of the province of Lualaba, in the Democratic Republic of the Congo.

Under the General Manager Supply Chain ,the holder will be responsible to ensure the transport of any goods, consumables, equipment, etc. from abroad and locally, is performed in a timely manner, whilst ensuring adherence to DRC import Customs clearance regulations.
The management of the shipping and clearing of all inbound cargo without penalties in accordance with DRC legislation. This includes planning and control of movement of inbound cargo from their point of origin to the mine is performed in a timely manner, whilst ensuring adherence to DRC import customs clearance regulations and compliance not only in house but also external contracted clearing agents and using best quality price and best practice logistics service providers.
He/She will have, among other things, the following essential functions (non-exhaustive):
- Logistics Planning and executions :
- Coordinate internal stakeholders needs and verify accuracy.
- Participate in stock planning based on demand and delivery time.
- Ensure on time deliveries of materials: Central Receiving function provide inputs for production planning and critical stock control. Proactively following up with clearing agents and transporters daily.
- Provide an integrated value support from suppliers to production processes
- Track and communicate delivery times on a continuous basis
- Manage spend on imports and transportation according to forecasts and budgets: Review of invoices; Review of controls and processes in own department. Ensure invoices are in line with the agreed contract.
- Monitor clearance activity performed by clearing agencies, including physically verifying work performed .
- Interacts with end-users as to understand service level requirements
- Under the guidance of the supply chain Manager implements service level agreement (SLA) with operating business units.
- Monitor Logistics' performance against SLA. Identify performance gaps and develops corrective plans
- Ensure appropriate integration with the procurement, contract strategic Commodity management functions
- Protect the company from any potential Customs exposure by ensuring the clearance activity complies with all DRC and other relevant regulations.
- Ensure the transport to site is done with the shortest possible lead time using the best quality price and ready practice LSP partners – through leading tender creation evaluation, implementation and 100% compliance
- Manage career selection, contract and price negotiations, performance and compliance
- Contract owner for inbound clearing agents and transporters. Compliance of service providers to their contract.
- Define and Manage KPI's for transporters and for clearing agencies.
- Ensure that there is no delay in delivery at any point in the chain and that products and services are delivered in good condition
- Ensure licenses are closed off timeously to avoid raised penalties by ensuring that subordinates comply and respect closing limits.
- Oversee LSP management of international warehouses
- Drive alignment, collaboration and synergy between the various stakeholders and suppliers to provide a comprehensive business solution.
- Ensure SOPs are drafted, reviewed, implemented and 100% compliance to avoid penalties by DRC customs
- Develop an integrated logistics plan and lead tactical direction setting for the business area - co create and embed policies, standards and processes
- Identify improvement and innovation areas, address problems and escalated issues, find root causes, and develop solutions and implement solutions with regular follow up to ensure adherence
- Monitor DRC legislation and developments for change, keep stakeholders abreast of trends and changes
- Take a proactive approach to risk management, ensuring risks and issues are identified, addressed and reported and escalated if necessary.
- Conduct international benchmarking to stay abreast of competitive best practice
- Participate in scheduling meetings (in person / online) as needed to stay abreast of company requirements and opportunities and keep the appropriate company departments abreast of trends and changes in the logistics industry.
- Co-ordinate the trucks that need to be sent to a 3rd party warehouse, in a manner to ensure optimal truck flow at the KCC site.
- Engage the truck park supervisors daily to ensure any change from site to 3rd party warehousing is noted in a timely manner.
- Reporting :
- Verify accuracy of logistics information provided daily such as confirming location of trucks and following up on long outstanding trucks.
- For all stock items that were noted an urgent he/she needs to verify the accuracy and completeness of logistics information provided by performing at a minimum the following: Using GPS information to confirm the location of the trucks, Receiving confirmation from the clearing agents on the location of the trucks that don't have GPS, Determine an expected ETA for each truck, Using this information provide feedback to the users on the expected quantities to be received on which dates, If a tracking report is already in use for the item and the location of the truck doesn't agree to what the transporter communicated it has to be communicated to the relevant parties to update accordingly, Follow up and provide detailed explanations when a truck, that has crossed the border, ETA varies by more than 2 days, Send an updated report with relevant comments to stakeholders on a daily basis;
- When there is a delay at any of the DRC borders or borders from other countries moving into the DRC it has to be communicated to the relevant stakeholders and include the following, this update should be provided on a daily basis: Reason for the delay, Time that a truck will be extended with (Estimate), Expected timing for how long this will last, Actions taken to ensure the most urgent trucks are prioritized at the border.
- Implement reporting to note any long outstanding/slow moving trucks to report and follow up, this should include at a minimum the following: Truck reference, Date it crossed into DRC, Initial date expected at KCC, Feedback from Transporter/Clearing agent, Actions taken to correct.
- Notify the relevant safety team members straight away when any safety incidents were noted, this include incidents that involve KCC staff or any trucks that are on route to/from KCC.
- A reporting structure between the SA logistics team and the DRC logistics team needs to be tracked so that any issues noted (Such as penalties/arrest of drivers/quarantine of drivers) can be noted as soon as possible and cleared. Any issue noted by the SA logistics team needs to be acknowledged and acted on as soon as possible.
- Reporting to relevant stakeholders need to be made when a truck is in an accident/damaged which could cause a delay in delivery, when this is being reported all actions taken with new expected ETA needs to be included
- Safety, Health & Environmental (SHE) management:
- Ensures that policies & procedures relating to SHE is available and that such policies & procedure comply with applicable legislation
- Provides guidance to the logistics superintendent who is responsible for the implementation of policy & procedures at Business Unit level, in compliance with the required legal requirements for example the Explosives Act, Hazardous Substances, ISO 14001 (Environmental), and the Mine Health & Safety Act and Glencore safework.
- Ensures that all subordinate staff are adequately briefed & trained in safeguarding the environment as well as occupational health & safety issues affecting them.
- Continuous Improvement :
