Job Description

 

Under the direct supervision of the Superintendent ; the role of the incumbent will be to oversee security operations on a Forward Operating Base (FOB) in 12-hour shifts, ensuring safe, disciplined, and continuous execution. He or she converts direction from the hierarchy into verified field actions, while maintaining real-time team visibility and operational readiness. The role combines tactical shift command with hands-on staff skill development. He/she ensures that teams are trained, briefed, and compliant with safety procedures and voluntary principles. Finally, his/her performance is measured based on deliverables, controls, training, and reports recorded at each shift.


He/She will have, among others, the following responsibilities (non-exhaustive):


•    Assume shift command and execution within FOB: This includes operational support of the base for the duration of the shift to execute the approved deployment, patrol, access control, and response plan. It also includes conducting a formal shift handover to assess threats, ongoing incidents, the condition of personnel and equipment prior to assuming responsibilities. This includes continuous monitoring of the response area, adjusting resources within authorized limits in the face of risks, as well as immediately escalating material waivers or constraints to the Superintendent and SOC.


•    Verify Staffing and Monitor Deployment: This includes personally verifying the attendance of personnel (KCC, PSP, and PSF officers) through biometric clocking and roll call within the base. This includes rigorously recording absences, replacements, shortages, and delays to assign each officer to an approved position, patrol, or reserve task. Finally, it includes completing end-of-shift reconciliation and submitting accurate deployment information for performance monitoring, billing, and HR metrics.


•    Implement pre- and post-shift readiness checks: This includes performing and strengthening all pre-shift and post-shift checks covering personnel, vehicles, radios, PPE, non-lethal equipment, service dogs (K9), keys, and access devices. This includes ensuring that checklists and records are completed at the time of verification to reflect condition, quantity, and any anomalies. This includes the immediate removal of unsecured or non-operational equipment, as well as maintaining traceable records for engineering, HSE, administration, and training.


•    Lead patrols, response, and incident response: This includes issuing and monitoring patrol tasks that are planned, intelligence-driven, or triggered by the SOC. This includes leading the FOB's immediate response to incidents and responses, while coordinating rapid response resources (QRF), K9, PSP, and PSF in line with the requirements of the Voluntary Principles on Security and Human Rights (VPSHR). This includes timely transmission of updates to the SOC, conducting post-incident debriefings, and preserving relevant records for follow-up.


•    Deliver ongoing training, assess skills and coach in the field: This includes planning and delivering ongoing training sessions in the classroom, in the field or as practical exercises during on-call periods to maintain operational competence. This includes ensuring that these trainings cover shift procedures, equipment use, radio communications, VPSHR, use of force, de-escalation and basic maintenance. This includes pre-deployment briefing of teams, identification of skills gaps and support of subordinates through corrective and formative coaching.

  
•    Manage access control, post discipline and 12-hour rotation: This includes maintaining effective access control and station coverage through physical checks for attendance, vigilance and compliance. This includes enforcing the 12-hour FOB regime in three shifts, alternating personnel between faction at the station, standby for exercises, and planned patrols. This includes monitoring and recording each rotation to ensure that post coverage is continuous, as well as justifying any operational variations in the handover report.   


•    Ensure SOC/TARP communication, transmission of instructions, and shift log: This includes maintaining ongoing communications with the SOC to ensure that TARP triggers are recognized, processed, and closed with accurate feedback. This includes strict enforcement of radio discipline, use of call signs, and adherence to escalation circuits. This includes keeping an accurate shift log covering deployment changes, incidents, infrastructure or vehicle faults, as well as a structured, face-to-face handover of instructions to the relief supervisor.


 Job Requirements 

 

Qualifications and Experience

 

•    Have a university degree (Bachelor's/Bachelor's) Bac +5 in Law, Business Administration, Risk Management or related discipline.
•    Have a minimum of five (05) years of relevant experience in safety, law enforcement, mine safety, emergency response or comparable field operations including 2 years as a team leader or supervisor.
•    Have hands-on experience in field security, access control, patrols, equipment checks, incident reporting, or contractor operations in a mining or industrial environment.


Technical skills.

 

•    Have a strong working understanding of shift deployment, access control, patrols, QRF/K9 support, and the delivery of structured field training. 
•    Have a working knowledge of SOC/TARP protocols, incident escalation, radio communications, and field response coordination. 
•    Proficiency in VPSHR, Use of Force, De-escalation, Disengagement and HSE requirements. 
•    Ability to verify timesheets, biometrics, roll calls and maintain accurate shift records. 
•    Have the ability to execute and enforce readiness checks for vehicles, equipment, non-lethal equipment, PPE and canines. 
•    Have a working command of the Microsoft Office suite and approved operational reporting systems. 
•    Fluency in French (required); knowledge of English and local languages (Swahili) is an asset.

•    Field orientation and pragmatism: Factual rather than assumption-based approach, demonstrating an excellent ability to collaborate effectively with the SOC, Public Safety Services (PSP/PSF), HSE, administration and operational teams.  
•     Integrity and Ethics: Impeccable integrity, strong judgment, impartiality and respect for people in demanding operational environments.
