Kamoto Copper Company Société Anonyme, KCC SA in acronym, is a Congolese company operating in Kolwezi, capital of the province of Lualaba, in the Democratic Republic of Congo.

Job description

 

The position holder, who will report directly to the Export Manager, will be responsible for planning, coordinating, and monitoring all pre-clearance and customs clearance operations for shipments destined for export. He or she will ensure that files comply with current regulations, that documentation is of high quality and complete, and that the requirements of customs authorities are met.

 

He/She will identify, assess, and anticipate customs-related risks (regulatory, financial, and operational), and implement appropriate control and mitigation measures. He/She will also serve as a key point of contact for freight forwarders, customs authorities, and internal teams (logistics, finance, and other departments) to streamline operations and resolve any bottlenecks.

 

His/Her responsibilities will include, but are not limited to:

 

 

1. Pre-clearance Operations Management    

  • Obtain new export licenses based on export forecasts, quotas allocated to customs agencies, and early warnings from Glencore.
  • Obtain loading authorization requests for all new export licenses.
  • Obtain approval for commencement requests within a reasonable timeframe.
  • Ensure that there is no over-consumption of licenses and commencement requests.
  • Follow up on the extension of expired licenses.
  • Create weighing and FXO reports on time in the Seguce system.
  • Obtain the monthly LME value on time.
  • Obtain daily USD-to-Euro exchange rates on time.
  • Ensure that transport authorization forms and batch origin declaration forms are approved within a reasonable timeframe.
  • Ensure that the processing time for files at the one-stop shop is reasonable.

 

2. Reservation Management and Loading Scheduling   

  • Coordinate the licenses to be loaded throughout the month based on the corridors announced by Glencore.
  • Schedule loadings based on truck arrival dates so that the first trucks to arrive are loaded first.
  • Ensure the reliability of data related to truck arrival and departure times in the Export Department’s truck parking lot.

 

3. Customs Clearance Operations Management

  • Ensure that packing lists are sent to customs agencies on time.
  • Obtain the necessary documentation for declaring export shipments on time.
  • Obtain the electronic seals for the trailers of trucks to be dispatched on time.
  • Ensure that dispatch occurs on time.
  • Monitor shipments in transit until they cross the border to be invoiced to Glencore.
  • Obtain crossing records for shipments that have crossed the border.

 

4. Supervision of Post-Clearance Operations   

  • Supervision of Post-Clearance Operations.
  • Reconcile export tonnages under EB licenses with the Congolese Control Office (OCC).
  • Ensure that each shipment receives the Certificate of Verification for Export and Shipment (CVEE).
  • Ensure that unused licenses are closed out.
  • Monitor the archiving of shipment declaration documents.
  • Submit COOs to GIAG to ensure that shipments loaded at ports of embarkation are released on time.
  • Monitor the performance of customs agencies.

 

5. Reporting and Documentation

  • Ensure that export operations, in general, comply with the Congolese Mining Code, the Manual of Procedures for the Traceability of Mining Products, and the current Congolese Customs Code.
  • Ensure that packing lists (BP, Commercial Invoice, Loading Sheet, Road Manifest) are prepared in accordance with valid export licenses and commencement requests and that they are verified before being submitted to customs agencies.
  • Ensure that there are no overages in the utilization of export licenses and commencement requests.
  • Ensure that the tonnage values for exports match those recorded in the OCC and DGDA systems.
  • Ensure that the customs values listed on the invoices from customs agencies are correct.
  • Ensure that the declaration documents provided by customs agencies are correct and will not lead to disputes after the trucks have been dispatched.
  • Ensure that trucks transporting exported shipments leave the country via the border indicated on the declaration documents.
  • Ensure that we do not violate environmental tax regulations in the management of our products on-site.

 

6. Export Reporting 

  • Prepare and submit the daily export report (Loading & Dispatch Summary Report).
  • Prepare and submit the weekly sales report (Sales Working Report).
  • Prepare and submit the customs agency performance report.
  • Ensure that daily customs clearance reports are submitted on time.
  • Prepare and submit the monthly report on license management and commencement requests.
  • Prepare and submit the monthly export records.

 

 

Job requirements

 

Qualifications and experience

  • Hold at least a degree in Logistics, Customs, Transportation, Customs Clearance Management, or an equivalent field.
  • Have at least five (5) years of experience coordinating pre-clearance and customs clearance operations, ideally in the mining industry (copper and cobalt).
  • At least three (3) years of experience in customs risk management.

 

Technical skills

  • In-depth knowledge of customs clearance for copper and cobalt and shipment planning.
  • In-depth knowledge of Congolese mining and customs laws and regulations, including their amendments.
  • Strong computer skills, including proficiency in office software such as Excel, Word, PowerPoint, SharePoint, and industry-specific software.
  • Excellent communication skills (written and oral) in both French and English, with the ability to build strong relationships with all internal stakeholders and external partners.
  • Ability to work independently and as part of a team.
  • Knowledge of Incoterms and international shipping processes.
  • Strong commitment to health and safety policies, practices, and training to ensure that safety is a priority in the performance of job-related tasks.
  • Strong sense of initiative, results-oriented mindset, and resilience in a demanding environment.
